
Prior to the Ohio Cultural Facilities Commission's approval to expend appropriated state funds, project sponsors must complete and submit a Capital Project Registration Form and a Capital Project Detail Form, along with supporting documentation.
Capital Project Registration Forms are requested as soon as funds have been appropriated to a project and the issuing capital bill becomes law. Capital Project Detail Forms are accepted at any time for projects that have active state capital appropriations. Once you have submitted your Detail Form and supporting documentation, the staff will review your materials and conduct financial and project assessments. The analyses will result in a "punch-list" of items that must be completed prior to being placed on a Commission meeting agenda. An internal agenda-setting conference is held approximately eight weeks prior to each Commission meeting. Those projects which have been analyzed and have successfully completed their punch-list items will be proposed for an upcoming Commission agenda for consideration by the Commission.
Complex projects where significant design work and/or fundraising is involved may receive preliminary approval at an initial Commission meeting, and then return to the Commission for final approval to expend state funds prior to project construction. Simple projects typically receive all necessary approvals and the authorization to expend state funds from the Commission at a single meeting. All official approvals, including expenditure of funds, for any given project must be approved by a majority of the voting members of the Commission—at least five affirmative votes. There are nine voting members.
