
After projects receive appropriations through the biennial capital improvements bill, those that are assigned to the Ohio Cultural Facilities Commission must satisfy a series of standards set forth by the Ohio Revised Code, capital bill, Commission and bond-issuer before the appropriated funds can be released. The standards vary based on project (cultural or sports), funding type (bond or General Revenue Fund), and project type (planning or construction). As required in the state capital improvements bill, which appropriates the funds for projects, all projects must meet the state's prevailing wage requirements as outlined in the Ohio Revised Code, Chapter 4115.
